People with locomotor disabilities (meaning disability of the bones, joints muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy) are eligible to drive an adapted vehicle (modified vehicle) or vehicle with automated transmission, if the licensing authority is satisfied that he is fit to drive such a carriage People with visual impairment & mental illness are not authorized to drive. Persons with hearing impairment were allowed in 2011 by the Delhi High Court to go through the driving test and legally drive a vehicle if they are found capable. The candidates have to submit medical fitness certificate specifying the candidate for the driving licence meets the following conditions:-
1. Does not suffer from epilepsy or from sudden attacks of loss of consciousness or giddiness from any cause.
2. Should be able to see with one eye, at a distance of 25 metres in good day light (with glasses, if worn) a motor car number plate?
3. Should not suffer from Night Blindness and Colour blindness
4. Shouldn’t be so deaf so as to be unable to hear (and if the application is for driving a light motor vehicle, with or without hearing aid) the ordinary sound signal? (altered by the 2011 Court judgement)
5. Loss of either hand or foot or suffering from any defect of muscular power of either arm or leg (unless held suitable by authority as fit to drive an adapted vehicle)
Only personal vehicles, two wheel or four wheelers (adapted or automated transmission) are allowed.
