Regulations for people with disabilities to obtain driving licences

The Rulebook on motor vehicle drivers training allows people with disabilities to undergo driving training either in their own vehicles or rented ones. Special aids, such as automatic gear shifts or vehicles adapted to their physical disabilities as specified in medical certificates, must be used during training.

Vehicle Marking for Training: Vehicles used for training individuals with disabilities must display a white plate measuring 400 x 150 mm, indicating “TRAINING” in blue letters. This marking distinguishes them as vehicles used for training purposes.

The Rulebook on motor vehicle driver tests allows individuals with disabilities to take driving tests in vehicles specially adapted to their specific physical disabilities. During the test, special aids such as glasses or prosthetics must be used, and the vehicle must be equipped with automatic gear shift. Testing can occur in the candidate’s personal vehicle or a rented one.

Vehicle type and adaptation to controls

Individuals with disabilities or physical defects that do not prevent them from driving a motor vehicle, but make it more challenging, may still be granted a driving license.

A driver is only entitled to operate a motor vehicle if they use aids specified in the “Remarks” column on the back of their driving license. These aids include glasses, hearing aids, and orthopedic aids.

Assignment of Codes: Specific codes (“01” for glasses, “02” for hearing aids, “03” for orthopedic aids) are assigned and entered into the driving license accordingly.

Requirement for Replacement License: If a license holder becomes required to use glasses, orthopedic aids, or a hearing aid after their license is issued, they must apply for a replacement license within 15 days.

Definition of Terms: “Glasses” refer to the use of corrective lenses while driving, “orthopedic aids” pertain to the use of prosthetics and vehicle adaptations for individuals with disabilities, and “hearing aids” indicate the use of hearing assistance devices.

Indication of Automatic Transmission: Individuals who trained and took their driver test in a vehicle with automatic transmission will have “automatic transmission” and code “10.02” noted in the Remarks column of their driving licenses.

PART 2 - PARKING CARDS

Eligibility for disability parking cards

The Rulebook outlines the manner and procedure for marking vehicles operated by individuals with damaged extremities or used to transport persons with a 100% disability rating, as well as members of disability associations.

Symbol of Accessibility: The symbol used to mark such vehicles is the international symbol of accessibility.

Procedure for Issuing the Symbol: The Rulebook defines the procedure for issuing the symbol, including its appearance and application process.

Placement and Usage: It specifies the placement and usage of the symbol on the vehicles, ensuring it is clearly visible.

Validity Period: The Rulebook sets a validity period for the symbol and establishes record-keeping requirements related to its issuance and use.

Reserved parking space availability

Persons with damaged extremities. Persons with 100% disability rating. Association of people with 100% disability rating used to transport the members of the said Association A symbol of accessibility shall be issued to the applicant with respect to the vehicle which:

a) is operated by a person with damaged extremities,

b) is used to transport persons with 100% disability rating,

c) is in possession of the Association of people with 100% disability rating, and used to transport the members of the said Association. A symbol of accessibility shall be issued for a period of 10 years.

Parking concessions for people with disabilities

The use of car parks by individuals granted a symbol of accessibility falls under the jurisdiction of Cantons, Cities, and local administration units.

Parking Provisions for Persons with Disabilities:

Individuals with disabilities may park their vehicles in specifically marked bays reserved for them in public paid car parks free of charge for up to three hours, after which they must pay a parking fee.
If individuals with disabilities park in paid parking bays not designated for them, they are required to pay the parking charge.
The number and arrangement of marked parking bays for persons with disabilities are determined by the Ministry, with a ratio of up to 5% of the overall available parking bays.
Municipalities must obtain approval from the Ministry of Traffic to mark parking bays for persons with disabilities at locations not designated as public paid car parks.
Organizers of public, cultural, and sports events are obligated to provide parking spaces close to the event site for persons with disabilities.
Persons with disabilities can park in ramp car parks with designated parking bays for up to three hours free of charge, after which they must pay parking charges.
