Regulations for people with disabilities to obtain driving licences

A person has to pass the drivers examination. Presuming that the person meets the standard health requirements laid down in the annex 3 of the driver licence directive, a person with disabilities can perform the test with special vehicle adaptations. Application to foreign driving licence holders

The requirement for a person to drive a vehicle in Finland is that the have been issued a driver licence that is in force by a country that is either part of the European Union or a Member State of the The Vienna Convention on Road Traffic of 1968 or the 1949 Geneva Convention on Road Traffic. In other cases, the driver has to be able to prove (if demanded by eg. police), that he or she meets the health requirements for driving.

PART 2 - PARKING CARDS

The parking space is either totally blue with a white International Symbol of Access (ISA), or only the ISA (white).

Parking concessions for people with disabilities

The parking card for people with reduced mobility makes using the car more easier for the people who are entitled to have the card. The card may be admitted to either fixed term use or to a permanent use. (Note: ”a permanent” Card period is 10 years. After that, the holder applies for the card again, to get another 10 year card. The renewal process does not require doctors certificate). The applicant does not need to have a driver´s license, but the card may only be used when the owner of it is travelling in the car.
