The same conditions apply to people with and without disabilities and those are based on Directive 2006/126/EC on driving licences. The prerequsite of an issuance or renewal is a medical assessment of the driver attested by a medical certificate. Any medical considerations are marked with harmonised codes on the driving licence.
If the foreign driving licence was issued by an EEA Member State, mutual recognition applies based on Directive 2006/126/EC on driving licences. Should the driving licence holder apply for the exchange of his driving licence for a Hungarian one, he must submit a medical certificate issued by a Hungarian medical professional.
If the foreign driving licence is issued by a Contracting Party to the UNECE’s Vienna or the Geneva Convention on Road Traffic, the mutual recognition also applies, provided that the driver does not have normal residence in Hungary (in which case the driving licence has to be exchange after some time) and that the driving licence complies with certain requirements facilitating the understanding of its content. In case of exchange, the some conditions apply, a medical certificate issued by a Hungarian medical professional has to be submitted. There are no differences in the conditions for people with or without disabilities.
Any other third country driving licenses have to be accompanied by a certified Hungarian translation whether it was issued to a person with or without disabilities.

There are four different type of expert certificates or decisions that depending on the type and level of disability can be accepted during the procedure to issue a disability parking card. The authority issuing the parking card only verifies if the document submitted to the application is acceptable but carries out no assessment of the disability itself.
On street,
In municipal car parks,
Shopping centers, office buildings, health centers etc.
At every 50 parking lots there must be one designated for people with disabilities. A maximum of four slots can be placed directly next to each other.
Free parking on-street,
Park on the pavement or area where a stop sign is not allowed by a traffic sign or a road sign.
Park in a restricted waiting area without operating the parkometer or a ticket vending machine – for a maximum of an hour long. Exception: the designated loading area.
Park in the “pedestrian zone” and “pedestrian and bicycle zone” areas, and enter into the “living-rest area”
Can drive at a maximum speed of 20 km / h passing the following traffic signs if the destination is on the road marked with that traffic sign:
The traffic signs are the followings:
“It is forbidden to drive from both directions”
“It is forbidden to drive with a motor vehicle, agricultural tractor and slow vehicle”
“It is forbidden to drive with a motorcycle”
“It is forbidden to drive with a vehicle combination”
“It is forbidden to drive with a moped”
The same concessions apply to foreign parking cards from the International Transport Forum (ITF)’s member states.
Foreign visitor with disability need to carry identity document (ID or passport), driving license, vehicle registration certificate and insurance certificate, if applicable – vehicle renting contract.
Minimum width of the parking lot for disabled people is 3.6 meters, the standard length of the parking lot for disabled people should be between 5.50 and 6.50 meters.
