Regulations for people with disabilities to obtain driving licences

Candidates with physical disabilities are permitted to take the driving exam using vehicles adapted to their disability, as per Article 13, paragraph (4) of the Internal Affairs Ministry Order No. 268 dated December 8, 2010. The driving school where the candidate received training may provide necessary logistical means for the practical test, or candidates themselves may provide them if they have physical disabilities.

Conditions for Vehicles on Public Roads: According to Article 10, paragraph (1) of Government Emergency Ordinance No. 195/2002, vehicles must meet specific technical requirements to be permitted on public roads. This includes having valid civil liability insurance, current registration, and up-to-date periodic technical inspections.

Foreign Vehicles on Romanian Roads: Motor vehicles, agricultural or forestry tractors, and trailers registered in other states can circulate on Romanian roads if they meet technical conditions outlined in the Vienna Convention on Road Traffic and have valid civil liability insurance for the duration of their presence on Romanian roads, according to Article 82, paragraph (3) of the same Government Emergency Ordinance.

Vehicle type and adaptation to controls

the Romanian road legislation is aligned to the EU legislation in this field. As such, no obligations or restrictions are imposed as regards the adaptation of vehicles to the disabilities of the driver

PART 2 - PARKING CARDS

Eligibility for disability parking cards

Persons with disabilities, or their legal representatives, upon request, may receive an identity card for free parking spaces. Vehicles transporting a disabled person who holds an identity card are entitled to free parking. Reserved parking space availability

On street, in municipal car parks, in some private car parks/garages but not generally free of charge.
Parking places reserved for disabled people are indicated by the wheelchair symbol. For parking in other places (including long term), the parking badge must be displayed.

Parking concessions for people with disabilities

The parking card shall be displayed at the front of the vehicle so that the front of the card is visible for verification. Free parking on-street, free parking in municipal car parks, exclusive parking sites, without time limit, for the places reserved for persons with disabilities and marked accordingly with the wheelchair symbol.

Disability parking spaces

Established by Order no. 189 of February 12, 2013, by the Ministry for Regional Development and Public Administration.

Location Requirement: Parking spaces reserved for persons with disabilities must be situated as close as possible to the main entrances of buildings or areas of interest, within a distance of less than 50 meters.

Minimum Dimensions: The order specifies minimum dimensions for the size of a parking space reserved for persons with disabilities:

The size for wheelchair users is set at 3.70 x 5.40 meters.
Parking spaces are provided in pairs, with each pair comprising a space measuring 2.50 x 5.40 meters for the vehicle and a lane with a width of 1.20 meters between the two spaces to facilitate the transfer and movement of individuals using wheelchairs.

Regulations for hiring a car if you have a disability

Law no 448/2006 on the Protection of Persons with Disabilities contains provisions referring to accessibility. Currently , the law stipulates only for taxi operators an obligation to ensure  there is he at least one car adapted to the transport of disabled people who use wheelchairs
