the Resolution of the Government of the Russian Federation of December 29, 2014, No. 1604, regarding medical contraindications, indications, and restrictions for driving a vehicle are as follows:

Medical Commission Evaluation: Drivers are allowed to operate vehicles based on the results of a medical commission evaluation. A candidate driver must pass this evaluation to obtain a medical certificate of the established sample.

Establishment of Medical Indications and Contraindications: The resolution establishes a comprehensive list of medical indications and contraindications that determine whether a person with disabilities can be allowed to drive a vehicle.

Categories of Contraindications:

Mental Disorders and Behavioral Disorders: Includes various types of mental disorders such as organic disorders, schizophrenia, mood disorders, neurotic disorders, personality disorders, and mental retardation.
Disorders Related to Psychoactive Substance Use: Addresses mental disorders and behavioral issues associated with substance use, with specific conditions for remission.
Diseases of the Nervous System: Specifically, epilepsy is listed as a contraindication.
Diseases of the Eye: Conditions such as achromatopsia and blindness in both eyes are contraindications.
International Coding System: The diseases are coded according to the international statistical classification of diseases and health-related problems (10th revision), providing a standardized classification system.

Detailed List of Restrictions: The decree specifies a detailed list of restrictions related to driving a vehicle, including both medical indications and restrictions.

Medical Indications for Driving a Vehicle: These include specifications such as manual control, automatic transmission, vehicles equipped with an acoustic parking system, and the use of medical devices for vision or hearing correction by the driver.

Medical Restrictions on Driving a Vehicle: Certain categories and subcategories of driving licenses are restricted based on the vehicle type. For example:

Category “A” or “M” with specific motorcycle-related landing or steering wheel.
Category “B” or “BE”, with exceptions for specific vehicle types.
Categories “C”, “CE”, “D”, “DE”, “Tm” or “Tb”, with exceptions for subcategories “C1”, “D1”, “C1E” or “DIE”.
Vehicles of certain categories are equated with self-propelled chassis used for cargo transportation.

Application to foreign driving licence holders

Starting from July 1, 2020, a new process for registering vehicles used by disabled individuals or vehicles transporting disabled persons, including children, has been implemented in Russia. This procedure, along with the utilization and provision of this information, has been established by the Ministry of Labor of the Russian Federation through Order No. 724n issued on November 14, 2019.

Under the new system, the Russian Pension Fund, upon request from a disabled individual or their representative, digitally records information about a vehicle operated by the disabled person or a vehicle utilized to transport a disabled person or child into the Federal register of disabled persons. Notably, information about a vehicle is registered in relation to only one vehicle per disabled individual.
