PART 1 - DRIVING WITH A DISABILITY
Regulations for people with disabilities to obtain driving licences
Driving licences are issued by the Swedish Transport Agency. Regarding people with disabilities, certain medical conditions must be submitted within a set time period.
Conditions that extend or restrict the category are specified on the licence using a numerical code.

Vehicle type and adaptation to controls
The Swedish Transport Agency is responsible for examining vehicle conditions to be used by a person with a disability, including restrictions to vehicles with automatic transmission. The adaptations need to mitigate the disability so that it doesn’t affect the driving negatively or dangerously. If the driving licence is issued with conditions, the adaptations also need to fulfill the conditions.

PART 2 - PARKING CARDS
Eligibility for disability parking cards
Sweden has adopted the European Model Parking Card. A permit may only be issued to a person with a permanent disability which means that he or she has significant difficulties in moving on his or her own.
Reserved parking space availability

Parking cards only exempt holders from local road traffic regulations governing parking. Local traffic regulations are usually determined by the district authority and denoted by road signs. Parking spaces reserved especially for the physically disabled with parking cards on road and in car parks are marked with a wheelchair symbol. In some districts parking is free for those displaying a parking card.

Application to foreign driving licence holders
The same concessions available to individuals with a disability visiting Sweden. Sweden has adopted the European Model Parking Card.
Community-model parking card for people with disabilities according to the council recommendations 98/376/EU adapted by 2008/205/EC and issued in an EEA country. Other parking cards with the international symbol for access if they are issued in the Danish, English, French, Norwegian, Swedish or German languages or if they are used together with an authenticated translation to one of these languages. The parking cards only valid if the person has not stayed in Sweden for more than a year.
Disability parking spaces
The parking space reserved for persons with a disability should be at least 5 meters to allow the use of a wheelchair lifted from the side of the vehicle.
