People with disabilities can obtain, extend or be holders of extraordinary driving licenses contingent upon the adaptations, restrictions or other limitations in people, vehicles or traffic conditions that in each case might be necessary.

The parking card is granted to people for which an impossibility to perform by themselves a number of basic vital tasks has been certified. Please note that parking cards might be granted to people with no driver license.

In Spain, the responsibility for issuing parking cards for drivers with a disability lies with local and regional authorities. The parking card for people with a disability follows a European scheme, i.e., the card of a Spanish driver is valid in any other European country.
