The legal basis for obtaining a driving license for people with disabilities is in accordance with Ordinance No 3 of 11 May 2011 on the physical fitness requirements for drivers of motor vehicles and the conditions and procedures for conducting medical examinations to determine the physical fitness for drivers of different categories. The Ordinance is amended and supplemented by State Gazette No 11 of 2 February 2018 and issued by the Minister of Health. In the Republic of Bulgaria, people with disabilities can obtain a driving licence after a mandatory medical assessment. A medical certificate issued by a personal physician is required. In the presence of certain diseases or disabilities, included in Annex 2 of the Regulation No 3, certification by the competent Transport Medical Expert Committees (Transport Regional Medical Expert Committees and Transport Central Medical Committees) is mandatory. The driving licence for motor vehicles is issued by the authorities of the Ministry of the Interior. Driver training for persons with musculoskeletal impairments is conducted using either a vehicle supplied by the trainee or an appropriately adapted vehicle belonging to the training centre, according to the specifics of the impairment. Vehicles used for training persons with musculoskeletal disabilities must have permanent Bulgarian registration; controls positioned on the left-hand side; an identification mark denoting a learner vehicle; and a valid certificate of periodic technical inspection confirming roadworthiness.
There is no specific legislation in Bulgaria that regulates vehicles adapted for the needs of people with disabilities. Adaptations are carried out according to the individual requirements of the person with a disability, after which the vehicle undergoes an inspection by a technical service and a protocol is issued. This protocol is then submitted to the Ministry of Interior so that the vehicle’s registration number can be entered on the holder’s driving licence.
The Republic of Bulgaria applies the standard EU framework for recognising EU driving licences. Disabled foreign drivers may use their licence under the same conditions as in their country of issuance.

Article 99a of the Road Traffic Act states that the parking card for the spaces designated for vehicles serving people with permanent disabilities and using parking facilities shall be issued by the mayor of the relevant municipality or an official authorized by the mayor in accordance with the model in the Annex. The card shall be valid throughout the country and shall meet the requirements of a standardized Community model in the Annex to Council Recommendation 98/376/EC of 4 June 1998 on the parking card for people with permanent disabilities.
