The national regulations (Regeling eisen geschiktheid 2000) describe the requirements with regard to physical and mental fitness to drive a motor vehicle. Some conditions are subject to a limited period of validity of the driving license and / or certain conditions.
Drivers with disabilities must meet exactly the same driving skills requirements as other drivers, but they are also entitled to the same safety requirements including an adapted vehicle or a modified motorcycle. Experts from CBR (https://www.cbr.nl/en) determine the necessary adjustments to the vehicle if necessary.
The national regulations only apply to owners of Dutch drivers licenses. All rules pertaining to foreign driving licenses in the Netherlands are available on https://www.rdw.nl/en/driving-licence/foreign-driving-licence/driving-with-a-foreign-driving-licence
